Key Takeaways:
- Delaware and Tennessee now offer free diapers through Medicaid, providing crucial support for caregivers and young children.
- The initiative helps families save on diaper costs, which averaged $21.90 per pack in 2023.
- Delaware provides up to 80 diapers weekly for infants up to 3 months, while Tennessee offers 100 diapers monthly for children under 2.
In a pioneering effort to support families, Delaware and Tennessee have become the first states to offer free Medicaid diapers, thanks to the Centers for Medicare and Medicaid Services (CMS) approval.
This initiative addresses the rising cost of diapers and aims to prevent health issues like diaper rash by ensuring caregivers have access to an adequate supply.

Delaware & Tennessee Become First States to Provide Diapers Through Medicaid
If you or your loved one is a resident of Delaware or Tennessee and require diapers, you may now qualify to receive them through the state Medicaid programs. CMS approved Delaware and Tennessee Medicaid to provide diapers through their state Medicaid plans under section 1115 demonstrations.
The cost of diapers has risen dramatically in recent years; in 2019, the average price for a pack of diapers was $16.54, and the average cost in 2023 was $21.90. This new benefit has been approved to ensure caregivers and children enrolled in Medicaid have a sufficient supply of diapers to prevent health issues, such as urinary tract infections (UTIs) and diaper rash.
